England vs Mexico Pub Opening Times Update for 1am Kick-Off

The government has confirmed that pubs in England cannot automatically extend their licensing hours for the Three Lions' World Cup last 16 clash against Mexico, which kicks off at 1am on Monday, July 6. Instead, publicans must apply for a Temporary Event Notice (TEN) from their local council if they wish to stay open beyond normal hours.

Current Licensing Rules and the Match Timing

Under existing regulations, pubs are only permitted to serve alcohol until 2am for matches that start between 9pm and 10pm. Since the England vs Mexico fixture begins at 1am, it does not qualify for the special dispensation previously granted by the Home Office for late kick-offs. The Department for Communities and Local Government has clarified this in a recent update.

To screen the match, which could last until around 3.30am if it goes to extra time and penalties, pubs must submit a TEN to their local council. Communities Secretary Steve Reed has written to councils urging them to approve such applications promptly.

Challenges for Publicans

Some councils are proving reluctant to approve these requests. Jason Cleary, who operates The Hodcarrier in Leamington Spa, reported that his application was "refused" because he "didn't give five working days' notice." Warwick District Council explained it was legally unable to process applications lodged beyond the statutory five-working-day notice period. The council emphasised it did not reject the application but lacked authority to grant it with only four working days remaining.

The final decision on extended opening hours rests with individual local councils across the country. Pubs are advised to contact their council as soon as possible to ensure compliance with the notice period.
