Tencent Allows PayPal Payments via WeChat Pay for Tourists

In a move designed to attract more foreign tourists, Chinese technology giant Tencent has announced that PayPal users will be able to make cashless payments in China using QR codes through its WeChat Pay merchant network. The feature will initially be available to U.S.-based PayPal users, with plans to expand to other markets in the future.

Enhanced Convenience for Foreign Visitors

Cashless payments have become ubiquitous in China, with platforms like WeChat Pay and Ant Group's Alipay widely accepted in taxis, restaurants, and shops across the country. By enabling PayPal payments, Tencent aims to provide greater convenience to international travelers who may not have local payment methods.

Gary Ng, a senior economist for Asia Pacific at Natixis, noted that simplifying cashless payments for tourists aligns with China's broader efforts to boost inbound tourism. Official data shows that tourism contributed over 4% to China's economy in 2024.

China's Push to Attract More Tourists

China has been expanding visa-free access to travelers from dozens of countries, including the UK, Spain, and Australia, though U.S. travelers still require a visa for most visits. The number of foreign visitors (excluding those from Hong Kong and Taiwan) plummeted during the COVID-19 pandemic due to strict border controls but has since recovered, surpassing 35 million last year compared to nearly 32 million in 2019.

Ng also highlighted that the PayPal integration reflects a global trend of payment platform interoperability through mutually recognized cross-border QR codes.

Limited Initial Impact

Ivan Su, a senior equity analyst at Morningstar, suggested that the immediate impact of the PayPal option may be limited given the relatively low volume of U.S. travelers to China. However, Tencent has allowed users to link foreign bank cards to WeChat Pay since 2019 and is offering a transaction fee waiver for first-time users linking international cards to encourage adoption. Tencent reported that transactions by foreign travelers in China surged nearly 80% year-on-year from January to April.
