A vacant Cardiff city centre shop is set to become a bagel outlet after planners gave the go-ahead. The Grade-II listed retail space at 3 Wharton Street will be operated by The Bagel Project.

Vacant since January 2026

According to planning documents, the property has been vacant and marketed since January 2026. The unit was previously occupied by Coco Blush Boutique.

Planning documents note that since the Covid-19 pandemic, this part of St Mary Street has seen a growing emphasis on food and drink uses, becoming a destination for dining and socialising. Other areas, such as St David's Shopping Centre and The Hayes, have emerged as the primary focus for retail-led development.

Five new jobs planned

The applicant said the new bagel shop will enhance the vitality, viability, and attractiveness of the city centre by encouraging footfall and wider regeneration. The business is expected to create five new full-time jobs and operate between 9am and 5pm, seven days a week.

Planning documents state that while the proposal would result in the loss of a retail unit, this must be considered in the context of broader changes in how city centres are used. The proposed use would complement surrounding businesses and contribute positively to the area's mix of uses, helping to diversify the local economy without undermining the overall retail function.

Heritage shop front retained

The Bagel Project said that by securing the long-term viable use of the space, the development supports the active use and upkeep of a heritage shop front and contributes to the vibrancy and distinctiveness of the historic Wharton Street area.
