Liverpool's recruitment team is facing a significant logistical challenge this summer, as Premier League regulations limit them to registering just one more senior non-homegrown player. The league mandates a maximum of 17 overseas players in a 25-man squad, and Liverpool currently have 16 such players alongside nine homegrown individuals.
Current Squad Breakdown
The nine homegrown players registered at Liverpool are: Joe Gomez, Curtis Jones, Harvey Elliott, Conor Bradley, Stefan Bajcetic, James McConnell, Vitezslav Jaros, Jeremie Frimpong (who qualifies through his time at Manchester City's academy), and Freddie Woodman. The 16 non-homegrown players comprise: Alisson Becker, Giorgi Mamardashvili, Virgil van Dijk, Kostas Tsimikas, Milos Kerkez, Wataru Endo, Florian Wirtz, Dominik Szoboszlai, Alexis Mac Allister, Ryan Gravenberch, Alexander Isak, Cody Gakpo, Federico Chiesa, Calvin Ramsay, Hugo Ekitike, and new arrival Victor Munoz.
Homegrown Player Definition
According to the Premier League, a homegrown player is defined as someone who, regardless of nationality or age, has been registered with any club affiliated to The Football Association or the Football Association of Wales for a period of three complete seasons, or 36 months, prior to their 21st birthday, or the conclusion of the season in which they turn 21.
Under-21 Loophole
Players born on or after January 1, 2005, are classified as under-21 for the 2026/27 season and do not require registration on the senior 25-man squad list. This includes Rio Ngumoha, Trey Nyoni, and new recruit Jeremy Jacquet. This means Liverpool can purchase as many foreign players as they wish, provided they are under 21. For instance, signing 19-year-old Yan Diomande from RB Leipzig, born in November 2006, would not affect their remaining slots.
However, to bring in multiple senior foreign players, Liverpool must sell, loan out, or de-register players currently occupying those 16 slots. The likes of Federico Chiesa, Wataru Endo, Alisson Becker, Giorgi Mamardashvili, and Cody Gakpo have all been linked with departures this summer.
Homegrown Quota Concerns
With Elliott, McConnell, Ramsay, Jones, and Bajcetic facing uncertain prospects, Liverpool may also need to bolster their homegrown quota. The club has 21 homegrown-eligible players on their books, but few appear ready for first-team duty. Without offloading players, Liverpool can only make one further senior signing before hitting the 17-player non-homegrown limit.
