Halton Council Members' Allowances Scheme Updated

Halton Council has confirmed that its scheme of members' allowances remains in force, with two minor updates agreed on July 8, 2026. This follows recommendations from an Independent Remuneration Panel, according to a statutory notice issued under regulation 19 of the Local Authorities (Members' Allowances) (England) Regulations 2003.

Background of the Allowances Scheme

The current scheme was adopted by the full council on March 5, 2025, took effect on April 1, 2025, and operates for three years across Widnes and Runcorn. Residents can inspect the scheme in person between 9am and 4.30pm, Monday to Friday excluding bank holidays, at Halton Direct Link, Brook Street, Widnes, and at Halton Direct Link, Halton Lea, Runcorn. What Has Changed in 2026?

Two updates were made to the scheme in 2026. An annual allowance of £500 pro rata for co-opted members of the council's boards and committees was introduced. Additionally, confirmation was provided that members serving on the Liverpool City Region Combined Authority Transport Committee receive £5,379.

Core Allowances

The basic allowance stands at £10,978 per annum as of April 1, 2025. Special responsibility allowances (SRAs) remain unchanged: the leader receives £29,716; deputy leader gets £19,245 (maximum 68 percent of the leader's SRA); executive board member receives £15,849 (maximum 56 percent of the leader's SRA); chairs of boards and committees get £9,425 (maximum 33 percent of the leader's SRA); vice chairs receive £4,713 (50 percent of the relevant chair's SRA); leader of the principal opposition gets £9,425 (can be split equally if there is parity between opposition groups); and scrutiny co-ordinator receives £9,425 (equal to a chair's SRA). These figures may change in line with the employee annual cost of living rise, if appropriate.

Travel and Subsistence Allowances

For car travel, the rate is 45 pence per mile for business mileage, regardless of engine size. Motorcycle mileage rates follow engine-size bands set by the council. Overnight accommodation allowances are £100.52 per night outside London and £126.90 per night inside London.

Effective Period and Public Access

The scheme took effect on April 1, 2025, and is set to run for three years. The 2026 amendments apply within that period. In-person inspection is available at Halton Direct Link sites in Widnes and Runcorn between 9am and 4.30pm, Monday to Friday excluding bank holidays. Impact on Residents
