Plans have been submitted to convert a historic Tonypandy town hall and nightclub into residential apartments and commercial space. The building at 15 De Winton Street would be transformed into 18 apartments, with commercial units on the ground and basement levels.

The basement would house a café with internal and external courtyard seating. The ground floor would include a commercial unit, a plant room, two two-bedroom flats, and one one-bedroom flat. The first, second, and third floors would each have four two-bedroom flats and one one-bedroom flat.
Building History and Current Status
Built around 1892, the building is currently vacant. It previously served as a nightclub in the basement, local authority offices on the ground and first floors, and a snooker club on the second floor.
Planning Recommendation
Planning officers have recommended approval, stating that the development represents a sustainable redevelopment and beneficial reuse of a prominent long-term vacant building in Tonypandy Town Centre. They noted it would provide additional residential accommodation while retaining active commercial uses at ground floor level, contributing positively to the town centre's vitality and viability.
The proposal is not expected to have unacceptable impacts on visual amenity, neighbouring occupiers, highway safety, flood risk, or ecological interests. No public objections have been received.
The plans are scheduled to be considered by Rhondda Cynon Taf Council's planning committee on Thursday, August 13.
