Planning permission is being sought to convert a family home on Brownlow Street, Horwich, into a six-bedroom house in multiple occupation (HMO). The applicant, Manchester-based Together Homes Ltd, has submitted plans to Bolton council for the change of use.
High-quality shared accommodation
A planning statement supporting the application says the house will provide high-quality shared accommodation. Each bedroom would be occupied by a single resident with a private en-suite shower room, natural daylight and ventilation. Residents would also have access to a communal kitchen and living area, a private enclosed rear garden, refuse storage and secure cycle parking.
According to the statement, the proposal offers accommodation standards significantly above those commonly associated with traditional shared housing.

The property is part of a traditional Victorian mid-terrace on Brownlow Road. The surrounding area is characterised by similar two-storey terraced housing, with local shops, schools, healthcare facilities and public transport within walking distance.
The applicant states that the change of use would not alter the existing footprint, height or relationship with neighbouring properties, thus retaining the established character of the road.
Internal refurbishment has already taken place, including replacement plumbing and electrical installations, upgraded heating, new kitchens and bathrooms, improved insulation, replacement windows and general modernisation. The application seeks permission for the proposed use following these works.
Council standards and cycle storage
Every proposed bedroom exceeds the council's published minimum size standards. Secure cycle storage for six bikes will be provided at the rear, offering a realistic alternative to private car ownership for many residents.
Bolton council planners are expected to decide on the application in the coming weeks.
