The historic Black Horse pub in West Kirby could be transformed into a Tesco Express if plans are approved, sparking mixed emotions among locals.
Building's history and current state
The site on Black Horse Hill has been home to a pub since the 1820s, but has fallen into disrepair since the last occupiers, Leaf, moved out in early 2025.
Separate planning and licensing applications are under review by Wirral Council, with a planning application submitted in late 2025 seeking permission to change the building's use from a pub and restaurant to a shop.
The application also includes plans for five new homes on land to the north and north west of the building, part of which is currently the car park.
Local reactions
West Kirby resident Steve Harrison said the building being back in use would be inherently positive, stating: "It will definitely be better than it is now."
On the supermarket plans, he added: "It's not ideal, but it's better than nothing. It would be lovely to have a nice restaurant or pub but nothing ever seems to work."
Another local, Aaron Leach, welcomed the plans, saying: "It was great when it was a pub but West Kirby isn't short of a pub. It's a positive that it will be used."
Aaron noted that competition in the town might explain why another pub would not succeed, referencing the nearby Ring O'Bells as "probably the best pub on the Wirral, which can't help."
While happy with the shop, Aaron said he wished it was an M&S. His dad, Dave Leach, said he would prefer it to become another pub.
Councillor's view
West Kirby and Thurstaston ward councillor Jenny Johnson said the vast majority of views she has heard are positive, celebrating the building's potential return to use.
Cllr Johnson acknowledged that while the 'dream' would be another pub or restaurant, "it is so difficult to run a business in this economy," and she would welcome Tesco.
She added: "Leaf is a well-established brand in Liverpool and they couldn't make it work." On the building's condition, she said: "Something has got to be done. It is in a state of disrepair."
