Cardiff council has granted permission to applicant Eren Bilge to transform Austins Guesthouse in Riverside into a 10-bedroom house in multiple occupation (HMO).

Property Details and Facilities

Each bedroom will include an en-suite bathroom, and shared facilities will comprise a dining room, lounge, kitchen, laundry, store, communal amenity area, and rubbish and cycle storage.

Planning documents state: “Given the intrinsically residential nature of the proposed use, there would be no unacceptable impact arising directly from its occupation, provided the property is used in a reasonable manner.”

Location and Flood Risk

Austins Guesthouse is situated across two Victorian redbricks at 11 Coldstream Terrace. According to its website, it offers a “range of rooms to suit different group sizes and budgets” and describes the rooms as “spacious” with “competitive” rates.

A flood assessment notes the site is “highly vulnerable in relation to flood risk” due to its riverside location, but it lies near flood defences on the River Taff described as “highly successful” and “never failed”.

Parking and Amenity

The planning report adds: “The proposed development would result in no change to the existing off-street car parking provision, and it is noted that no minimum quantum of car parking is required. This is acceptable in the interests of reducing reliance on the private car.”
