South Ayrshire Council planners have refused planning permission in principle for a housing development at Adamton Nursery, Monkton, after identifying flood risk and policy conflicts.
Proposal details
The application sought to build six three-bedroom homes on the site. The agent was Glasgow-based LMA Architects, and the applicant was Adam McLaughlin from Ayr.
A supporting statement described the proposal as establishing the principle of a modest and sensitively designed residential development that responds positively to the settlement pattern and landscape.
Reasons for refusal
The refusal was made under delegated powers. The council noted that at least part of the site is at medium likelihood risk of surface water and small watercourse flooding, according to SEPA flood risk maps. No Flood Risk Assessment was submitted.
The report stated that insufficient information was provided to determine if the development would comply with National Planning Framework 4 Policy 22, which promotes avoidance of future flooding.
Local objections
Five representations were lodged, including one from Monkton Community Council, all objecting. Concerns included noise, impact on the natural environment, lack of demonstrated housing demand, and potential privacy issues.
The council concluded that the proposals did not accord with the policy and recommended refusal.
