Tony Ridley Obituary: Transport Pioneer Dies at 86

Tony Ridley, the pioneering transport planner who transformed London's transport infrastructure with the Docklands Light Railway and the congestion charge, has died at the age of 86.

Early life and career

Born in 1940 in Newcastle upon Tyne, Ridley studied civil engineering at the University of Newcastle. He began his career as a graduate trainee with British Rail, where he quickly rose through the ranks. In 1975, he joined the Greater London Council (GLC) as director of transport planning, a role in which he would leave an indelible mark on the capital.

Docklands Light Railway

Ridley is best known for championing the Docklands Light Railway (DLR), which opened in 1987. The automated light rail system was a bold response to the decline of London's docks, providing a vital transport link that spurred regeneration in the area. Critics initially derided it as a "toy railway," but the DLR proved hugely successful, carrying millions of passengers annually and expanding to serve Canary Wharf and beyond.

Congestion charge

Later, as managing director of London Underground, Ridley played a key role in developing the congestion charge scheme, implemented in 2003. The charge, which required drivers to pay to enter central London, was controversial but significantly reduced traffic and improved air quality. It inspired similar schemes in cities worldwide.

Later life and legacy

After retiring from London Underground in 1998, Ridley remained active as a consultant and writer. He was appointed CBE in 1997 for services to transport. He died peacefully at home on May 26, 2026, surrounded by his family. He is survived by his wife, three children, and seven grandchildren.

Transport for London's commissioner Andy Lord said: "Tony Ridley was a visionary whose ideas shaped modern London. His legacy lives on in every journey taken on the DLR or through the congestion zone."
