The government has issued an alert reminding full-time students that they may not have to pay Council Tax, but the discount is not automatic and requires an application. In a post on X on Sunday afternoon, it stated that if everyone in a household is in full-time education, no Council Tax is due. This news comes as millions of students begin university and higher education courses this month, with finances often stretched.
Qualifying Criteria for Full-Time Students
To be counted as a full-time student, a course must last at least one year and involve at least 21 hours of study per week. The exemption also applies to those studying for a qualification up to A level who are under 20, provided their course lasts at least three months and involves at least 12 hours of study per week.
The government warned that the discount is not applied automatically. It advised: "The discount isn’t applied automatically. If you get a bill and need to apply for a discount, just search 'apply for a Council Tax discount' on http://GOV.UK."
Understanding Council Tax
Council Tax is a local property-based tax in England, Scotland, and Wales paid by households to fund public services run by local councils. It covers essential services including rubbish and recycling collection, local schools and education, police and fire services, libraries, parks, leisure facilities, adult social care, children's services, and street maintenance and lighting.
The cost varies by location and property valuation band. Across England, the average Band D Council Tax bill is £2,392 per year. Bills depend on the specific local authority, and residents can check rates in their area.
Who Is Disregarded
Most people aged over 18 must pay Council Tax, but some are "disregarded" when calculating how many adults live in a property. This includes those under 18, people on certain apprentice schemes, 18 or 19-year-olds in full-time education, full-time students at college or university, those under 25 funded by the Education and Skills Funding Agency, student nurses, foreign language assistants registered with the British Council, severely mentally impaired individuals, live-in carers for someone who is not a partner, spouse, or child under 18, and diplomats.
Even if disregarded, an application is required for a discount or exemption. A 50% reduction applies if everyone in the household is disregarded, and students are exempt if all household members qualify.
