DWP Issues September Deadline for Winter Fuel Payment Opt-Out

The Department for Work and Pensions (DWP) is encouraging pensioners across the UK to check whether they need to opt out of Winter Fuel Payments to avoid having the money reclaimed through taxes. The deadline to opt out is September, with specific cut-off dates depending on the method of contact: September 18 for telephone opt-outs and September 20 for online opt-outs.

Winter Fuel Payments Restored to Universal Eligibility

Winter Fuel Payments, which provide between £100 and £300 as a one-off payment, are issued each November to people above state pension age. The qualification criteria have changed significantly in recent years. Up until the 2023/2024 winter, the payment was universal for all above state pension age. For the 2024/2025 winter, it became means-tested, available only to those receiving specific benefits like Pension Credit. This limited eligibility sparked widespread criticism, leading the Government to revise the criteria again.

Currently, the payment is once again provided to everyone above state pension age. However, pensioners with an annual income exceeding £35,000 will have the payment recovered through their taxes. Income is assessed on an individual basis, not by household. This means a retired couple with differing incomes could see one partner facing higher taxes to repay the payment while the other retains it.

Income Included in Winter Fuel Payment Calculations

The DWP considers the following sources of income when determining whether the payment will be recovered: State Pension, company and personal pensions, employment earnings, interest from savings, dividends from company shares, income from a trust, taxable state benefits, net profits from self-employment, and net profits from rental income.

How to Opt Out and Avoid Tax Recovery

Pensioners with annual incomes exceeding £35,000 who wish to avoid an increased tax bill can opt out of receiving the payment. To opt out, they must provide their National Insurance number via the online form or by calling the helpline. Once opted out, they will not receive future payments unless they opt back in. To opt back in, they must contact the Winter Fuel Payment Centre by March 31 of the winter season they want payment for (e.g., for the 2026/2027 winter, contact by March 31, 2027).

The DWP has also highlighted a new online HMRC calculator that higher-earning pensioners can use to determine if their income is sufficient for their Winter Fuel Payments to be recovered through taxation. Further details are available on the Gov.uk website.
