Good Morning Britain witnessed a fiery confrontation as Conservative MP Chris Philp appeared alongside hosts Richard Madeley and Ranvir Singh to debate proposals for the contentious early prison release programme. Introduced in October 2023, the initiative was implemented to tackle capacity issues within the prison system but underwent modifications under Keir Starmer's 2026 Sentencing Act. This introduced various alterations to the process and timing of prisoner releases to complete their sentences within the community.
Madeley demands responsibility
During the ITV show, Richard declared: "I would be remiss if I didn't put it to you, that we wouldn't be having this conversation at all, we wouldn't be in this mess if the Conservative government in 14 years hadn't completely dropped the ball and cocked up."
The Shadow Home Secretary hit back: "The last Conservative government opened up 14,000 new prison places ... and the last Conservative government never had to release dangerous criminals." But before the politician could conclude, the ITV presenter interrupted: "Are you not going to take any responsibility at all for the situation we're in?", reports the Express.
Fiery exchange on prison places
Richard raged: "I mean, seriously, you're not going to take any responsibility for the crisis in British prisons. Are you going to say that's it's all the Labour government's fault from the last two years, because that's just ridiculous?". Standing firm, Philp replied: "As I said, the last government opened up 14,000 new prison spaces," to which the presenter shot back: "You are going to say that, ok."
The MP for Croydon South declared: "There were more prison places coming, but there were planning delays and so on. I think one of the lessons for the future is that the planning system needs to be made a lot faster. Not just for prisons, but for other infrastructure as well. So it doesn't take years and even decades like prisons, roads, or railways built." Although Richard assured: "We're going to move forward in a minute."
PC Harper killers could be released
He once again asked Philp: "You're honestly not going to take any responsibility at all for the position British prisons are now in, none at all? You did everything right?". However, Philp hit back: "I can just repeat the facts, the last government opened 14,000 prison places and never had to release prisoners early on anything like this scale."
This follows reports that PC Andrew Harper's killers, Jessie Cole and Albert Bowers, could be freed early following their 2020 arrest, despite their 13 year sentencing. PC Harper was killed when he became entangled in a strap attached to the rear of a vehicle and was dragged along a country lane as the killers escaped the scene of a quad bike theft in Sulhamstead, Berkshire, in 2019.
Andy Burnham has since insisted that new emergency measures to tackle the prison overcrowding crisis will keep PC Andrew Harper's killers locked up. The Prime Minister said he "understands" the fury over their potential early release. In his complete statement, the UK leader stated: "I am increasingly confident that a more focused approach along these lines will allow us to reduce the number of people released early and, in the case of the most serious offenders like those convicted of the killing of PC Harper, prevent their early release altogether."
