Welsh Labour leader Ken Skates has said the party must build something new and fit for the future rather than rebuild after its defeat in May's Senedd elections.
In a speech to the party conference in Liverpool, he acknowledged that after more than two decades in power, the people of Wales wanted change.
Summer review and listening tour
The party has spent the summer conducting a review into what happened, while Mr Skates has toured Wales meeting members and voters to listen to the lessons that need to be learned.
He said this is not a case of picking up the pieces and carrying on, but of creating something new.
Devolution and power distribution
Mr Skates said Labour is the party of devolution and has been the custodian of devolved power for 27 years. He argued that the debate has evolved into what happens to power when it reaches Cardiff Bay.
He said the assumption that power is best used from Cardiff Bay must end, and that where power would work better in Wales, it should be devolved. The next phase of devolution must be about distributing power to the people.
Regaining trust
Mr Skates said Welsh Labour needs to regain the trust of people in Wales so that promises are delivered, not just soundbites. He said hope needs substance, purpose and results.
He added that Welsh politics is deeply unsettled and Wales needs serious leadership, not political point scoring.
