Jens Spahn, once considered a model of political success in Germany, resigned after announcing he became a father via a surrogate mother in the US. The revelation shocked many who viewed him as a Teflon politician, but for his party, the Christian Democrats (CDU), it was the final straw.
Political Rise and Controversies
Spahn entered the Bundestag at age 22 for the CDU and rose through the ranks, serving as health minister during Covid and becoming parliamentary leader in 2025. Despite numerous controversies over two decades, he continued to climb.
Surrogacy is illegal in Germany, and the CDU opposes it. The public is evenly split, with only the Greens proposing to legalize unpaid surrogacy. Earlier this year, CDU member Hendrik Streeck had a child via US surrogacy with little backlash, but Spahn's case was different due to perceived hypocrisy.
Hypocrisy and Party Reaction
In February, at the CDU party conference, members voted to keep the surrogacy ban. Spahn attended knowing a US surrogate carried his child but said nothing. After revealing his paternity, he acknowledged the discrepancy but remained unapologetic, saying he would still vote against surrogacy if the issue returned to parliament.
Spahn failed to grasp the stakes for his party, which is damaged in polls with Chancellor Friedrich Merz deeply unpopular. Far-right AfD leads in two states ahead of September elections, and a CDU leader there first called for Spahn's resignation.
Previous Missteps
Spahn had a history of controversies. In 2020, he held a fundraising dinner without a mask while advocating strict Covid rules, then tested positive. His ministry spent billions on worthless PPE during the pandemic, bought from companies with CDU connections. He also secured a €4m villa loan from a constituency bank, raising questions about his finances, but he never provided satisfactory answers.
None of these led to his ouster. His resignation over surrogacy highlights the red line on reproductive politics in conservative Germany. He retains his parliamentary seat, leaving open the possibility of a comeback.
