A councillor in Mannheim, Germany, known for his fixation on sex, is attempting to organise a 50-person orgy inside the city’s government headquarters. Julien Ferrat, 35, leader of the minor liberal Die Mannheimer (Citizens of Mannheim) party, says the event would bring him closer to voters than any doorstep conversation ever could.

Ferrat has announced plans to hold a swingers’ event in the city council’s headquarters. He argues that staging group sex in City Hall would break down social taboos, turn Mannheim into a “swingers’ paradise,” boost tourism, and stimulate the local economy.

Councillor’s plans for City Hall event

Ferrat has reportedly suggested that the night could involve councillors becoming intimate with members of the public, calling it “the ultimate in closeness with citizens.” He insists there is demand, claiming that 50 people have already contacted him about attending, and he is now narrowing down the list.

Speaking to The Telegraph, Ferrat said: “At the moment, the focus is on determining which of the citizens who contacted me are seriously interested. Some of the 50 people who contacted me are part of the local swingers community, so they are ‘legit’. Some are people I don’t know yet.”

Officials reject initial request

Officials have not approved the party and rejected his initial request, saying it does not align with his political duties. A Mannheim city hall spokesman said: “Based on the rudimentary information available so far, there are considerable doubts about the admissibility and feasibility of the plans mentioned by [Mr Ferrat].”

Ferrat, dubbed Germany’s craziest councillor, is pushing ahead, arguing that no local bylaws explicitly ban orgies in government buildings. He has vowed to fight the decision, claiming that if the council blocks him permanently, he is ready to take the case to Germany’s Federal Constitutional Court, as reported by Junge Freiheit.

Previous stunts and protests

Ferrat previously stripped completely naked outside City Hall in protest at budget rules. In 2025, he sparked anger by placing an official government advert featuring a photo of himself nude on a beach, inviting locals on a taxpayer-funded “political education trip” to Cap d’Agde. He later claimed group sex took place on that getaway.
