Francisco Erwin Galicia, a 19-year-old born in Dallas, Texas, and a lifelong resident of California, was held for three weeks in a US Immigration and Customs Enforcement (ICE) facility in Van Nuys.
The ordeal began on 19th August 2025, when Galicia was stopped at a CBP checkpoint in Edinburg, Texas. Despite presenting his valid Texas ID, Social Security card, and wallet-sized birth certificate, agents fixated on a separate certificate of Mexican citizenship his mother had procured for him as a child for family travel purposes.
A System Failure in Van Nuys
Transferred to the Van Nuys facility, Galicia's situation worsened. He was pressured to sign a voluntary departure form, effectively agreeing to be deported from his own country. His lawyers argue this constitutes a profound violation of his constitutional rights as a US citizen.
"They are violating the rights of a US citizen, holding him illegally," stated Claudia Galan, one of his legal representatives. The case highlights a terrifying reality: that the documents proving one's citizenship can be arbitrarily dismissed by enforcement agencies.

Galicia's account of his time in Van Nuys is harrowing. He describes being housed with dozens of other detainees, sleeping on a concrete floor, and suffering from a lack of adequate food and water.
