Mitchell Dean Anderson was caught by a Salt Lake City police officer disrobing just before 10 a.m. on Saturday morning, according to reports from ABC 4. A police affidavit obtained by KSL stated that Anderson was seen "completely disrobing his clothes and was completely naked" during the event.
