Federal prosecutors have unveiled a stunning alleged bribery plot involving a high-ranking intern from the Charlotte Mayor's office and a Ukrainian national seeking to remain in the United States.
Decarlos Brown, 31, a senior intern and community liaison for Mayor Vi Lyles, and Iryna Zarutska, 35, are now facing serious federal charges following an investigation by the FBI and Homeland Security Investigations.
The Alleged Scheme
According to damning court documents, the plot centred on Mr Brown's alleged offer to facilitate a fraudulent marriage between Ms Zarutska and another individual to secure her a permanent U.S. visa. In return, prosecutors claim he solicited and accepted thousands of dollars in cash payments.
The criminal complaint paints a picture of a brazen abuse of position. Mr Brown, who held a position of trust within the local government, is alleged to have boasted about his political connections. He reportedly promised the Ukrainian woman that his status provided 'protection' and could even help her friends obtain visas.
Cash, Conversations, and Criminal Charges
The investigation relied on recorded conversations and surveillance. In one meeting, Mr Brown is alleged to have accepted a cash-filled envelope containing $3,000. In another, he reportedly provided a pre-written statement for Ms Zarutska to memorise for her visa interview, coaching her on the lies she needed to tell immigration officials.
Both defendants now face one count of conspiracy to commit bribery concerning programs receiving federal funds. Mr Brown is additionally charged with two counts of federal program bribery. If convicted, they could face significant prison sentences.
Fallout and Official Response
The City of Charlotte has moved swiftly in response to the allegations. A spokesperson confirmed that Mr Brown, who had been with the mayor's office since March, is no longer employed by the city. Mayor Lyles's office has emphasised its commitment to integrity and stated it is fully cooperating with the federal investigation.
