Anas Sarwar has declared that a Scottish Labour government would prioritise making life more affordable for families across Scotland by implementing measures to upgrade homes and reduce household bills. Speaking on Sunday, 29 March 2026, Sarwar emphasised the urgent need to address the financial strain caused by high energy costs and market instability.
Addressing Energy Market Turmoil
Sarwar highlighted that many families are grappling with elevated bills and significant anxiety due to ongoing turmoil in international energy markets. He specifically pointed out the challenges faced by rural communities dependent on heating oil, who have experienced sharp increases in their energy expenses. According to Sarwar, every level of government must collaborate to tackle this crisis effectively.
Scottish Labour's Comprehensive Plan
Scottish Labour has committed to utilising the powers of the Scottish Parliament to launch a series of initiatives aimed at alleviating financial pressures. The party's strategy includes several key actions designed to enhance energy efficiency and provide direct support to households.
- Boost Warm Home Discount Uptake: Increase participation in the Warm Home Discount scheme to ensure Scots do not miss out on the £150 payment, which is currently underutilised.
- National Warm Homes Programme: Establish a nationwide initiative to assist people in upgrading their homes, resulting in warmer living spaces and reduced energy bills over time.
- Expand Warmer Homes Scotland Grant: Broaden eligibility criteria for the Warmer Homes Scotland grant, enabling an additional 3,000 homes, particularly those of older residents, to qualify for energy-saving improvements.
- Top-Up Grants for Rural Homeowners: Provide an extra £500 per eligible household in rural areas to invest in energy-saving measures, addressing the unique challenges faced by these communities.
- Protect Heating Oil Support: Maintain and strengthen support mechanisms for individuals relying on heating oil, ensuring they are not left vulnerable to price fluctuations.
Criticism of SNP and Call for Change
Sarwar criticised John Swinney and the SNP for what he described as a failure to ensure Scots receive adequate support during the energy crisis. He accused the SNP of neglecting home upgrades, which has led to colder homes and higher bills for many families. Sarwar argued that this oversight has exacerbated financial hardships at a time when affordability is critical.
In his statement, Sarwar reiterated that a Scottish Labour government, under his leadership, would focus on making life more affordable by facilitating home improvements and bill reductions. He emphasised that this approach would particularly benefit rural communities and older people, easing the economic pressure they face.
Upcoming Election and Future Vision
Looking ahead to the May elections, Sarwar urged voters to support change by electing a Scottish Labour government. He pledged that his administration would prioritise fundamental issues, such as energy affordability, and work towards delivering a better future for Scotland. By leveraging devolved powers, Scottish Labour aims to create a more sustainable and cost-effective living environment for all residents.
