Martin Lewis's MoneySavingExpert (MSE) has issued a reminder that council tax discounts are 'not automatic' and urged households to check their eligibility. With council tax bills rising across many parts of the UK, a simple application could save '£100s or even £1,000s each year,' according to MSE.
Who Is Eligible?
Students in particular may qualify for a reduction or full exemption. However, the level of support depends on the local authority and individual circumstances. Importantly, these reductions are not applied automatically; you must submit an application and wait for approval.
MSE notes that in some cases, you might be able to backdate your claim, but each council sets its own rules. If backdating is allowed, you will usually need to explain why you did not apply earlier.
Student Discount on Council Tax
While students often seek discounts on brands and restaurants, many overlook potential savings on their council tax bill. MSE explains that a full-time student is disregarded from paying council tax for the duration of their course. For example, an undergraduate is disregarded from the day their course begins until it formally ends.
However, a student is liable for council tax outside of their course. If you live in an all-student house, you may receive a council tax bill if you remain after your course ends. Many undergraduate courses finish in early June, but tenancies often run until August, meaning two months of council tax. Similarly, moving into a student house before the course starts may incur charges.
How to Claim a Council Tax Discount
To check eligibility, visit your local council's website and look for their discounts and exemptions page. Alternatively, you can enter your postcode via the GOV.UK website.
For instance, the City of London council states that students may be entitled to a 25% discount if all but one resident is disregarded, or a full exemption. The council defines three types of students:
- Full-time university or college students studying at least 21 hours per week for 24 weeks per year, for at least one academic or calendar year.
- Students under 20 studying at least 12 hours per week for at least three months, excluding higher education.
- Foreign language assistants appointed at a school or college in Great Britain and registered with the British Council.
If you believe you should receive a student discount or exemption but it is not showing on your bill, complete the council tax incoming occupier form listing all residents. For each full-time student, a council tax student certificate from your university or college is required, covering the full claim period.
