The synopsis describes a Britain that looks almost normal but where flags are different, news is careful, and nobody says certain things out loud. A former soldier known only as Berry emerges from the shadows to build a secret resistance network, gathering an unlikely band of individuals: a soldier, a student, a journalist, and a radiographer. They face a state with unlimited reach, a ruthless minister, and an American intelligence operative named Jessie.

Production is underway across Liverpool, Manchester, London, and Paris. The drama is penned by Ronan Bennett and draws from Jean-Pierre Melville's 1969 film and Joseph Kessel's novel of the same name. Gwawr Lloyd, Interim Head of Drama at Channel 4, praised the series as "gripping, provocative and action-packed" and highlighted the "stellar cast" under Gunning's direction.
