Merseyside Children's Home Gets 'Good' Ofsted Rating

Theophelian Limited (TL), a private care provider operating a children's home in Sefton, Merseyside, has seen its overall Ofsted rating upgraded to 'Good' following a series of improvements. The watchdog published the report on June 30, 2026, after a full inspection on May 18, 2026.

From 'Requires Improvement' to 'Good'

In October 2025, an Ofsted inspection found shortfalls in safeguarding that had led to incidents where a child was at “risk of harm”. That report rated Theophelian's management of support and protection as “requires improvement to be good” and leadership as ‘inadequate’. After a monitoring visit in January 2026, the home was re-inspected in May, resulting in the upgraded rating across all areas.

The report states: “Since the last inspection, staff have made significant and sustained improvements, resulting in more consistent and effective care for the child. The child has been supported well by staff to make good progress and is now more settled in the home. There is an experienced and effective manager in post who provides clear leadership and guidance for staff. Staffing has remained stable, enabling the child to build and maintain positive relationships with staff.”

Positive Impact on Child and Family

The report highlights that staff demonstrate a clear understanding of the importance of family time, working closely with the child’s parent to gradually increase contact, including with wider family and siblings. The child’s parent said: “I was really nervous at first when [name of child] was moving in, but I can’t say a bad word about them, they’ve done so much for my child, and they’ve worked really well with me. [Name of child] is always happy when I see them, and although I want them back with me more than anything, right now I’m glad they are there if they can’t be with me.”

Leadership and Management Improvements

Regarding leadership, the Ofsted report notes: “The manager has established systems to monitor and review incidents in the home, the quality of direct work undertaken with the child, and the child’s overall progress.”

Simon Whalley, director of Theophelian Ltd, credited the improvements to the current registered manager and responsible person.
