Tynyrheol Primary School in Bridgend is to join a federation of four primary schools, a move that council officers said would strengthen leadership and improve financial efficiency.
Federation plans approved
The plan was noted at a cabinet meeting in July 2026, where it was described as having the ability to "strengthen leadership, improve outcomes and ensure sustainability across primary schools in the Garw Valley".
A report to council bosses said Betws and Blaengarw primary schools had federated in 2019, with Ffaldau Primary School entering the arrangement in 2021. The Garw Valley Federation was formally established in September 2024, aiming for a "sustainable, shared leadership model".
Tynyrheol's path to federation
Tynyrheol Primary School had been operating within a shared leadership model with Llangynwyd Primary School, but that arrangement ended in August 2025. Tynyrheol then approached the Garw Valley Federation to explore a new arrangement.
After being placed in special measures by Estyn in November 2025, the school pursued formal federation with the Garw Valley Federation.
Benefits and next steps
Officers said the federation model offered improved leadership, financial efficiency, and sustainability through shared resources and staffing. The report stated: "Tynyrheol Primary School has already benefited from the increased leadership capacity within the federation, which has supported improvements in the provision for additional learning needs, curriculum design and the quality of teaching and learning at the school."
Both governing bodies have agreed to establish a single governing body from September 1, 2026. Councillor Martyn Jones said: "From my perspective it's a positive way forward and it demonstrates the collaborative opportunities that exist."
