Free public transport in the UK is available to specific groups, with eligibility varying by nation and transport type. Older people, disabled residents, and in Scotland, those under 22, can access free or concessionary travel, but there is no single UK-wide scheme.
England's Concessionary Travel Schemes
In England, older people can apply for a free bus pass once they reach State Pension age, while eligible disabled people can obtain a concessionary bus pass through their local authority. London residents with eligible conditions enjoy broader concessions, including free travel on buses, the Tube, and other Transport for London (TfL) services.
During August 2026, a temporary national scheme allows children aged 5 to 15 to travel free on eligible bus services in England from August 1 to August 31.
The TfL Freedom Pass
The TfL Freedom Pass offers unlimited free travel on buses, trams, and TfL train lines. There are two types: the Older Person's Freedom Pass, which allows free travel from 9am on weekdays and anytime on weekends and bank holidays, and the Disabled Person's Freedom Pass, providing free travel at all times on TfL services.
To qualify for the Older Person's pass, you must reside in a London borough and have reached state pension age (currently 66). For the Disabled Person's pass, you must reside in a London borough and have an eligible disability, though boroughs may grant passes in exceptional circumstances.
Scotland, Wales, and Northern Ireland
Scotland offers one of the UK's most generous schemes: people aged 60 and over can get a free bus pass, eligible disabled people can receive free bus travel (sometimes with a companion), and under-22s can access free bus travel through the National Entitlement Card scheme.
In Wales, people aged 60 and over and those meeting disability criteria can apply for a concessionary travel pass covering most bus services. Northern Ireland's SmartPass scheme provides concessionary travel for people aged 60 and over and eligible disabled people, with coverage for bus and rail depending on the pass type, plus specific concessions for war-disabled veterans.
Having a free or concessionary bus pass does not guarantee free travel on all public transport. Buses, trains, trams, underground services, ferries, and coaches each have different rules, and age, disability, and location are the main factors determining eligibility.
