A proposal to turn a former fish and chip shop in Chadderton into a seven-bedroom house in multiple occupation (HMO) has drawn fierce opposition from residents and a neighbouring nursery, who fear it will degrade the area. The application, for the former Welcome Chippy on Long Lane, has prompted 53 public comments, many citing worries about crime, anti-social behaviour, and risks to children at the adjacent Play Alma Mater nursery.

Developer Responds to Community Concerns

Jack Welch, from MWIJ Properties, the company behind the plans, has sought to allay fears. He stated that if approved, the property would be let to young working professionals who cannot afford private rents. A robust management plan would include tenant referencing, criminal background checks, and CCTV coverage at the front, side, and rear of the building. Welch added that a full management plan would be submitted to Oldham Council before the planning committee meeting in August.

Planning Application Details

The application, submitted by agents TriVantage, initially proposed eight bedrooms but was reduced to seven to address council concerns. No extensions are planned, except for a bicycle storage shelter at the rear. A small shed would be removed to improve natural light in one bedroom. The planning statement notes that the entrance will move to the side elevation, and the shop front will be replaced with windows. No private parking is included, but seven cycle spaces are provided. The development is described as sustainable and making use of a long-vacant property, which has been on the market for over two years with limited interest.

Nursery and Resident Objections

Play Alma Mater nursery, which has operated for 15 years, expressed disappointment and concern. A spokesperson said the HMO would pose a 'massive privacy and safeguarding concern' and that parents are already worried, potentially impacting the business. One parent objected, stating the proposal is 'unacceptable' and that children's safety is at risk. Other objections highlight fears of increased noise, disturbance, and anti-social behaviour, with one commenter asserting that 'South Chadderton does not need any more miscreants in the area.' Concerns also include parking and traffic, particularly near the nearby Costco warehouse, which 'creates mayhem already.'

Council Decision Pending

Oldham Council will consider the application at a planning committee meeting in August. The developer's statement emphasises that the property will be of high quality, with a strong management plan to address neighbour concerns. The outcome will determine whether the former chippy becomes a seven-bed HMO or remains vacant.
