Plans to convert a four-bedroom property on Ena Avenue in Neath into a six-person house in multiple occupation (HMO) have been approved by the Welsh Government following an appeal, overturning an earlier rejection by Neath Port Talbot Council.
Background of the Application
The proposal sought permission to alter the property internally and build a rear dormer extension, allowing it to accommodate six people as an HMO. It was initially rejected by councillors at a planning committee meeting in November 2025.
Concerns Raised
Objections were raised over highway safety, loss of on-street parking, and potential increases in anti-social behaviour. Residents also feared higher noise levels, a reduction in family homes, and harm to the area's character and amenity. At the meeting, residents voiced opposition, alongside 84 written objections. Neath Town Council stated it “vehemently” objected, arguing the development would “severely impact this locality, the neighbourhood, and its community relationships and harmony residents have with each other.”
Appeal Decision
A Welsh Government planning inspector allowed the appeal in a decision published in July 2026. The inspector acknowledged a “significant demand” for on-street parking but noted the property was sustainably located near Neath town centre’s shops, facilities, public transport, and cycle routes. They considered that car ownership among HMO occupants would be comparable to that of a standard dwelling. Additionally, they found “little evidence” that the proposal would lead to an over-concentration of HMOs in the area or that anti-social behaviour and crime would result.
The appeal decision was noted by Neath Port Talbot councillors at a planning committee meeting in July 2026, granting planning permission for the change of use from a residential home to an HMO.
