Birmingham has produced 234 millionaires since the National Lottery launched in 1994, the most of any UK town or city. Belfast follows with 202 millionaires, while Glasgow completes the top three with 178.
The figures come from an analysis of more than three decades of National Lottery winner data, including both publicity and non-publicity winners. Sheffield, Liverpool, Manchester, Newcastle, Cardiff, Peterborough and Leicester also made the top-ten list.
Per-capita rankings shift the picture
When the figures are analysed alongside population size, a different picture emerges. The Scottish town of Motherwell is revealed as the UK location where adults are most likely to become Lottery millionaires, with one millionaire made for every 4,156 adults.
Watford and Liverpool take second and third place respectively, while Dumfries, Romford, Llandrindod Wells, Durham, St Albans, Sunderland and Hull also rank among the country's luckiest locations.
Recent hotspots and high-tier wins
The last three years reveal a "new generation" of National Lottery hotspots, with Manchester topping the table with 30 millionaires created since 2023. Liverpool follows with 29 and Birmingham with 27. Belfast, Portsmouth, Leicester, Glasgow, Nottingham, Peterborough and Swansea have also featured in the top ten over the past three years.
Additionally, since launch, more than 46,500 players have won prizes worth £50,000 or more, with Birmingham, Sheffield, Newcastle and Belfast each producing more than 1,000 high-tier winners. The Scottish town of Galashiels tops the per-capita table for big wins, with one in every 792 adults having won £50,000 or more. Romford, Sunderland, Cleveland, Perth, Dundee, Liverpool, Newcastle, Medway and Doncaster also rank among the UK's luckiest locations for big wins.

More than 8,000 people have become millionaires since launch. Meanwhile, 2026 is on course to be another standout year for big wins following the 397 millionaires created in 2025.
